On October 13, 2023, Education HUB held a “Social Entrepreneurship Forum”.
The forum took place as part of the “Azerbaijan Value Days” series of events held on October 10-13. The “Azerbaijan Value Days” event is implemented within the framework of the “Partnership for Value” program of the European Venture Philanthropic Association (EVPA) and is funded by the European Union. The official partner of the program in Azerbaijan is Education HUB.
Representatives of the public, private, banking and other sectors participated in the forum. The main topics of the forum were social entrepreneurship, legislation on social entrepreneurship, innovations, etc. The forum held panel discussions, sessions and brought together about 100 ecosystem players.
The forum was held in two directions. The official part of the forum was the opening of the forum and invited guests spoke.
The opening speech was delivered by Gulnara Ismailova, Program Manager of Education HUB. He emphasized during his speech: “The forum held within the framework of the “Azerbaijan Value Days” plays an indispensable role in the development of the social entrepreneurship ecosystem in Azerbaijan. I hope that the forum will successfully complete its work and achieve the goals set.”
Orkhan Mammadov, Chairman of the Board of the Small and Medium Business Development Agency, noted during his speech: “One of the factors influencing successful and sustainable economic development in the modern era is the support provided to social entrepreneurship. Against the background of the increasing role of entrepreneurship in the country's economy, social entrepreneurship is also developing.”
Mustafa Abbasbayli, Chairman of the Board of the State Employment Agency, noted in his speech: “One of the main goals set by the State Employment Agency is the development of social entrepreneurship in our country. That is why a working group for social entrepreneurship, which includes representatives of the state, private, NGO and other sectors, was created under the leadership of the State Employment Agency and continues its work successfully.”
Inara Valiyeva, Chairman of the Board of the Innovation and Digital Development Agency, noted during his speech: “Social entrepreneurship requires an innovative approach. As the Innovation and Digital Development Agency, we always support startups that are examples of social entrepreneurship. We ensure their participation in both local and international programs.”
Viktor Giner, Program Manager of the European Union Delegation to Azerbaijan, noted: “The “Azerbaijan Value Days” implemented within the framework of the “Cooperation for Value” program is a first in our country. This event, implemented with the financial support of the European Union, is a great impetus for the development of social entrepreneurship in Azerbaijan. We, as the European Union, are always interested in this issue.”
Vugar Bayramov, MP, noted in his speech, “As the National Assembly, social entrepreneurship is always a topic on our agenda. The creation of a legislative framework for the development of this new field for our country is exceptional.”
Sakina Babayeva, Chairwoman of the Association for the Development of Women’s Entrepreneurship in Azerbaijan (AQSIA), noted in her speech: “The number of female entrepreneurs in our country is increasing day by day. This shows that women play a fairly large role in strengthening a sustainable social economy.”
Then the forum continued with an informal part. In this part, panel discussions were held on social entrepreneurship, financial support for social entrepreneurs, legislation on social entrepreneurship, integration of social entrepreneurship into the state program, etc. At the end of the forum, an exchange of views was held on the importance of social entrepreneurship, the work done to develop and promote this field in our country, the proposals of the participants were listened to, and their questions were answered.

Forum oktyabrın 10-13-də keçirilən “Azərbaycan dəyər günləri” silsilə tədbiri çərçivəsində baş tutub. “Azərbaycan dəyər günləri” tədbiri Avropa Vençur Filantropik Assosiasiyasının (EVPA) “Dəyər üçün əməkdaşlıq” proqramı çərçivəsində həyata keçirilir və Avropa İttifaqı tərəfindən maliyyələşdirilir. Proqramın Azərbaycanda rəsmi tərəfdaşı Education HUB-dır.
Forumda dövlət, özəl, bank və digər sektorların nümayəndələri iştirak ediblər. Forumun əsas mövzuları sosial sahibkarlıq, sosial sahibkarlıq haqqında qanunvericilik, innovasiyalar və s. olub. Forumda panel müzakirələr, sessiyalar həyata keçirilib və 100-ə yaxın ekosistem oyunçusunu bir araya toplayıb.
Forum iki istiqamətdə aparılıb. Rəsmi hissədə forumun açılışı olub və dəvət olunmuş qonaqlar çıxış ediblər.
Açılış nitqi ilə Education HUB-ın Proqram Meneceri Gülnara İsmailova çıxış edib. O, çıxışı zamanı vurğulayıb: ““Azərbaycan dəyər günləri” çərçivəsində həyata keçirilən forum Azərbaycanda sosial sahibkarlıq ekosisteminin inkişafı üçün əvəzsiz rol oynayır. Ümid edirəm ki, forum öz işini uğurla tamamlayacaq və qarşıya qoyulmuş məqsədlərə nail olunacaq.”
Kiçik və Orta Biznesin İnkişafı Agentliyinin İdarə Heyətinin sədri Orxan Məmmədov çıxışı zamanı qeyd edib: “Müasir dövrdə uğurlu və davamlı iqtisadi inkişafa təsir göstərən amillərdən biri də sosial sahibkarlığa göstərilən dəstəkdir. Sahibkarlığın ölkə iqtisadiyyatında rolunun artması fonunda sosial sahibkarlıq da inkişaf edir.”
Dövlət Məşğulluq Agentliyinin İdarə Heyətinin sədri Mustafa Abbasbəyli “Dövlət Məşğulluq Agentliyinin qarşısına qoyduğu əsas məqsədlərdən biri də ölkəmizdə sosial sahibkarlığın inkişafıdır. Məhz buna görə də Dövlət Məşğulluq Agentliyinin rəhbərliyi ilə dövlət, özəl, QHT və digər sektorların təmsil olunduğu sosial sahibkarlıq üçün işçi qrup yaradılıb və öz işini müvəffəqiyyətlə davam etdirir.” çıxışında qeyd edib.
İnnovasiya və Rəqəmsal İnkişaf Agentliyinin İdarə Heyətini sədri İnarə Vəliyeva çıxışı zamanı qeyd edib: “Sosial sahibkarlıq innovativ yanaşmanı tələb edir. Biz də İnnovasiya və Rəqəmsal İnkişaf Agentliyi olaraq hər zaman sosial sahibkarlıq nümunəsi olan startuplara dəstək oluruq. İstər yerli, istərsə də beynəlxalq proqramlarda iştirakını təmin edirik.”
Avropa İttifaqının Azərbaycandakı nümayəndəliyinin Proqram Meneceri Viktor Giner qeyd edib: “ “Dəyər üçün əməkdaşlıq” proqramı çərçivəsində həyata keçirilən “Azərbayacan dəyər günləri” ölkəmizdə bir ilkdir. Avropa İttifaqının maliyyə dəstəyi ilə həyata keçirilən bu tədbir Azərbaycanda sosial sahibkarlığın inkişafı üçün böyük təkandır. Biz Avropa İttifaqı olaraq bu mövzuda həmişə maraqlıyıq."
Millət vəkili Vüqar Bayramov “ Milli məclis olaraq sosial sahibkarlıq həmişə bizim üçün gündəmdə olan bir mövzudur. Ölkəmiz üçün yeni olan bu sahənin inkişafı üçün qanunvericilik bazasının yaradılması müstəsnadır." çıxışında qeyd edib.
Azərbaycanda Qadın Sahibkarlığının İnkişafı Assosiasiyasının (AQSİA) sədri Səkinə Babayeva çıxışı zamanı qeyd edib: “Ölkəmizdə qadın sahibkarların sayı gündən-günə artır. Bu da davamlı sosial iqtisadiyyatın gücləndirilməsində qadınların kifayət qədər böyük rol oynadığını göstərir.”
Sonra forum qeyri-rəsmi hissə ilə davam edib. Bu hissədə sosial sahibkarlıq, sosial sahibkarlara maliyyə dəstəyi, sosial sahibkarlıq haqqında qanunvericilik, sosial sahibkarlığın dövlət proqramına inteqrasiyası və s. mövzularda panel müzakirələri aparılıb.
Forumun sonunda sosial sahibkarlığın əhəmiyyəti, bu sahənin ölkəmizdə inkişafı və təşviqi istiqamətində görülən işlər barədə fikir mübadiləsi aparılıb, iştirakçıların təklifləri dinlənilib, sualları cavablandırılıb.
